To date, Icon Engineering has not received the City's comments on the draft
of Chapter VIII (Financial Program) of the feasibility study update.
Comments from your accountant and your attorney on the Financial Program
may also be helpful.

2. A detailed implementation schedule with dates for each of the major work
tasks from this point in time to project completion is needed. If you could
provide this to Icon, they would be able to include it in the final version of the
feasibility study update.

3. The CW CB staff and the Attorney General's office are still dealing with the
question of parity on your existing loan with USDA Rural Development. The
issue is whether the City's loan agreement with Rural Development results in
a pledge of both water and sewer revenues. Rural Development has indicated
to us that the loan is collateralized by sewer revenues only but our review of
the City's financial statements indicates that water and sewer revenues are
deposited in the same fund. We are requesting a copy of Ordinance No. 349 to
see if that might shed any light on the matter.

4. You may want to talk with Icon Engineering to see if there is any other
information that they might need in order to complete their work.
