I am in receipt of a kind letter from Linda Bassi dated September 29,
2000. Victor already operates a water and sewer enterprise for TABOR purposes, I have
scheduled a meeting with the Victor City Council in executive session to discuss the
recommendation that Victor form two or more new enterprises (but specifically a Water
Activity Enterprise and a Sewer Activity Enterprise) by ordinance(s). There are practical
considerations to doing this, since it is a change, requires technical accounting assistance,
and as you know, Victor is a small town, the city clerk is elected, and the small staff has
a lot to do already,

Question 6, Informal discussions 'Nith the Mayer and members of Council reflect
a fairly large reluctance to pledging more than water fund revenues, The citizens of Victor
are always apprehensive about any further encumbrances or changes by the City
Management. As you can imagine, the citizens are not favorably inclined to further
encumbrances.

I understand that Mrs. Allen and Mr. Smith are in the process of responding to your
letter, if they have not already done so.

M.
