We believe that this is an extremely important project <br />in terms of dam safety and the ability of the City to continue to provide a reliable supply <br />of water to the residents of Victor. <br /> <br />As security for the loan, the City is proposing to pledge revenues from the City's <br />combined water and sewer fund, which revenues are also pledged to Rural Development <br />to secure the 1994 Sewer Revenue Bond. It is the policy of our Board to obtain a parity <br />lien on revenues pledged to both the CWCB and other lenders. The proposed CWCB <br />financing thus depends upon the ability of the City to pledge revenues to the CWCB on <br />parity with the existing Rural Development lien on those revenues. <br /> <br />We therefore join the City of Victor in requesting consent to parity by Rural <br />Development for the CWCB's proposed loan to the City.
