November 24-25, 1997, Board Meeting-- <br />City of Idaho Springs <br /> <br />Approval of a Construction Fund Authorization in amount of $825,000 to <br />rehabilitate the Idaho Springs Reservoir, and $130,000 to convert the existing <br />CWCB Emergency Loan to a Standard Construction Fund Loan. Total <br />request $955,000. <br /> <br />BACKGROUND <br /> <br />The City of Idaho Springs (located in Clear Creek County) has applied for a Construction Fund <br />Authorization to undertake major rehabilitation of the Idaho Springs Reservoir. They are <br />requesting an $825,000 Authorization from the Construction Fund for this project, 75% of the <br />estimated total cost of $1. 1M). This facility is located on Chicago Creek south west of Idaho <br />Springs (see attached map.) The dam was originally built in 1906 and has suffered from a broken <br />outlet system, inadequate spillway, and seepage through the embankment. The reservoir has a <br />capacity of 227 AF, but is restricted to 120 AF by the State Engineer due to these safety <br />concerns. <br /> <br />In 1995, the Chicago Creek Reservoir experienced a failure of the outlet valve, and the City's <br />raw water intake on Chicago Creek was also damaged. The City made repairs to these facilities <br />in 1996, funded in part by an Emergency loan from the CWCB in amount of $130K. This <br />CWCB loan is an interest only loan, with a balloon payment at the end of 3 years (in 1999.) It <br />was originally anticipated that this Emergency loan would be rolled into the larger project loan, <br />which the City is now applying for. The City wants to convert this $130,000 loan to permanent <br />financing, amortized over 30 years. <br /> <br />Parson's Engineering Science Inc. has completed preliminary engineering design work as well as <br />the feasibility study. <br />
