Contract administration for <br />the project has apparently been taken over by Bill Green in <br />their Denver office. I don't know Mr. Green's exact title; <br />however, he was the Project Manager for the San Miguel report <br />and is quite familiar with the area. ~n cent telephone <br />conversation he informed me that Norw d have to prepare <br />a Feasibility Report before the Co ul igned and <br />the loan funds released. Although e 99 nary <br />Engineering Report provided informat on roposed <br />reservoir, CWCB requires that we use ~e ecific format. In <br />addition, the sites described in t '.,rlc er Preliminary Report <br />do not include the proposed site. "CB' would like more <br />specific information on the site and more detailed information <br />on the proposed design. <br /> <br />The purpose of this letter is to outline our proposal to <br />prepare the Feasibility Report as required by CWCB. The <br />specific. requirements for a standard Feasibility Report. are <br />covered in pages 17 through 27 of their Guidance Manual (copies <br />enclosed). Some of the information required in the CWCB <br />guidelines will not be applicable to your project, i.e., <br />information on irrigated land, details on canals and spillways, <br />etc. We will use as much information from the 1991 Preliminary <br />Report as possible. For example, Chapter IV of the CWCB <br />guidelines requests information on water requirements, water <br />rights and water quality. A substantial portion of this we can <br />take from the earlier report; however, we it will have to be <br />updated, expanded and rearranged. <br /> <br />\.. <br /> <br />The Feasibility Report will be based upon construction of <br />a 10 million gallon earthen reservoir at a site west of the <br />water treatment plant. This will result in a combined total of <br />20 million gallons of storage available to Norwood. It is <br />probable that the reservoirs will have to be refilled at least <br />once during the winter, particularly as growth occurs.
