PROJECT SERVICE AREA AND FACILITIES

WATER SUPPLY FACILITIES AND PHYSICAL ASSETS

Beaver Reservoir is the only reservoir presently in the BRC's
holdings and is the only physical asset of the company. The dam is
an earthfill dam, approximately 113 feet high and 870 feet long,
and stores 1,600 acre- feet of water for irrigation use. The
reservoir water is routed through the ditch and delivery systems
owned and operated by the Minnesota Canal and Reservoir Company and
the Turner Ditch Company. The Lone Cabin Ditch and Reservoir
Company receives its proportionate share of the Beaver Reservoir
water through an exchange diversion from Middle Fork Creek, a
tributary to the Beaver Reservoir watershed, a ditch and delivery
system owned and operated by the Lone Cabin Ditch and Reservoir
Company.

BEAVER RESERVOIR SERVICE AREA

The water stored in Beaver Reservoir is discharged to the East
Fork of Minnesota Creek which flows into Minnesota Creek. From
Minnesota Creek, the water is diverted into the Minnesota Ditch or
the Turner Ditch as shown on Figure 4-1. These ditches serve part
of the area to the east and south of paonia, as shown on Figure 4-
2. In addition, Beaver Reservoir water is exchanged for water out
of Middle Fork Creek and delivered to the Lone Cabin by its ditch
system, thereby extending the effective service area to the entire
area shown on Figure 4-2. The location of Lone Cabin Reservoir and
its delivery system is shown on Figure 4-1. (See Appendix G) .

PHYSIOGRAPHY OF SERVICE AREA

The Minnesota, Turner, and Lone Cabin ditches serve a combined
service area of approximately 4,300 acres of which approximately
3,400 acres is irrigated. The irrigated area is located primarily
on gently sloping mesas and along valley bottoms. The soils are
typically alluvial in the form of stream, terrace, pediment and fan
deposits. Shale from the Mancos Formation outcrops extensively in
and around the service area.

POPULATION AND EMPLOYMENT

Population and employment information for the service area can
be related to the labor and employment statistics for 1985-1991 for
Delta and Gunnison counties. The population in and around the
service area was generally deoreasing until 1990, when population
increased. Unemployment peaked in 1986-1987, decreasing until
1990, when it increased slightly in Gunnison County and more
