<br />. The proposed bond measure would allow the Ground Water Management Subdistrict of <br />the Central Colorado Conservancy District (the "Subdistrict") to develop water storage <br />and recharge facilities that would be used to store river water that is available during the <br />spring runoff for use later in the summer when water supplies are limited. The measure <br />would also allow the Subdistrict to purchase senior water rights that are reliable sources <br />of supply in times of shortage. <br /> <br />. The senior water rights, stored water and recharged water would be used to replace water <br />withdrawn from existing wells that are used for irrigation of farms that raise crops, <br />produce and vegetables, irrigation of parks and greenbelts, filling of lakes used for <br />storage, fisheries and recreation, watering of animals in dairies and other livestock <br />operations, irrigation in commercial greenhouses, and domestic uses in churches and <br />other public facilities. <br /> <br />. Without this replacement water the law requires the wells to be shut off because the wells <br />were drilled after senior ditches that demand in times of shortage that the water be <br />delivered to them. The use of wells is essential to our economic well being and quality of <br />life. <br /> <br />. The Subdistrict proposes to borrow no more than is necessary to create the structures and <br />purchase the water rights necessary to protect its constituents from drought, and to <br />increase taxes no more than is necessary to service the debt. If approved the measure <br />would result in an increased levy of $ i .20 per month on 160 acres of dry land, $4.69 per <br />month on 160 irrigated acres, and $2.86 per month on a $150,000 home, which are small <br />sums considering the benefits that will result. The measure is conservative, yet far seeing <br />enough to realize that additional water conservation measures are necessary to protect our <br />economy and quality of life.
