";;'.'-~--~' ~ ,-~-,,^.-~.. <br /> <br />NOTICE OF ELECTION TO INCREASE TAXES AND TO INCREASE DEBT ON A <br />REFERRED MEASURE <br /> <br />Election date: November 5, 2002 <br /> <br />Election hours: 7:00 A.M. to 7:00 P.M. <br /> <br />Local election. office address and {'hone number: Central Colorado Water Conservancy District, <br />3209 West 28th St., Greeley, CO 80634, (970) 330-4540. <br /> <br />Ballot title and text: <br /> <br />SHALL THE GROUND WATER MANAGEMENT SUBDISTRICT OF THE CENTRAL <br />COLORADO WATER CONSERVANCY DISTRICT DEBT BE INCREASED UP TO <br />$20,000,000, WITH A MAXIMUM REPAYMENT COST OF UP TO $39,563,800, AND <br />SHALL SUBDISTRICT TAXES BE INCREASED UP TO $1,620,000 ANNUALLY FOR THE <br />PURPOSES OF FINANCING: <br /> <br />. THE PURCHASE OR LEASE OF WATER RIGHTS; <br /> <br />. THE CONSTRUCTION AND IMPROVEMENT OF WATER STORAGE <br />RESERVOIRS FOR STORAGE, DROUGHT MITIGATION, WATER <br />CONSERVATION, OPEN SPACE AND RECREATIONAL PURPOSES; AND <br /> <br />. VI ATER RECHARGE FACILITIES FOR AUGMENTATION PURPOSES <br /> <br />SUCH DEBT TO CONSIST OF THE ISSUANCE AND PAYMENT OF LIMITED TAX <br />GENERAL OBLIGATION BONDS, WHICH BONDS SHALL BEAR INTEREST AT A <br />MAXIMUM NET EFFECTIVE INTEREST RATE NOT TO EXCEED 6.0% PER ANNUM <br />AND SHALL BE DATED AND SOLD AT SUCH TIME OR TIMES, AT SUCH PRICES (AT, <br />ABOVE OR BELOW PAR) AND IN SUCH MANNER AND CONTAINING SUCH TERMS, <br />NOT INCONSISTENT HEREWITH, AS THE BOARD OF DIRECTORS MAY DETERMINE; <br />SHALL (I) AD VALOREM PROPERTY TAXES BE LEVIED IN ANY YEAR AT A <br />LIMITED MILL LEVY RATE NOT TO EXCEED 6 MILLS, EXCEPT AS PERMITTED IN <br />SECTION 37-45-126 OF THE COLORADO REVISED STATUTES, AND IN SUCH <br />AMOUNTS AS SET FORTH ABOVE AND (II) THE SUBDISTRICT BE AUTHORIZED TO <br />ENCUMBER AND PLEDGE ANY OTHER REVENUES OF THE SUBDISTRICT TO BE <br />USED TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS AS THE SAME <br />BECOME DUE; AND SHALL ANY INVESTMENT EARNINGS (REGARDLESS OF <br />AMOUNT) FROM SUCH TAX REVENUES AND FROM THE PROCEEDS OF SUCH <br /> <br />C:\DOCUME-I\Jacqui\LOCALS-I\Temp\T ABOR Notice Adams 020923.doc <br />
