<br />ARAPAHOE COUNTY WATER AND WASTEWATER AUTHORITY <br /> <br />SECTION 4 <br />CONSERVATION GOALS <br /> <br />The process used to develop reasonable, measurable water conservation goals is documented in <br />Section 4. Conservation goals established in this plan aim to provide benefits to both the <br />Authority and its customers. <br /> <br />A worl(shop was held on December 1, 2005 to examine the existing water conservation goals <br />and to use them in the development of new goals. The participants of the worl(shop included <br />members of the Authority's staff along with engineers from Richard P. Arber Associates. The <br />worl(shop was held at ACWW A's offices. <br /> <br />4.1 WATER CONSERVATION GOALS <br /> <br />Continual population growth and recent droughts in Colorado have made water conservation an <br />essential component of planning for most utilities. ACWW A is no exception and the Authority <br />has been implementing and considering water conservation programs and measures for a number <br />of years. The process of preparing this Water Conservation Plan provided an opportunity for <br />ACWW A to focus its current water conservation efforts and to assist in planning for additional <br />efforts. <br /> <br />The first step in the development of the water conservation goals was to determine the areas of <br />water use that the Authority wanted to target. This was an important step because it helped the <br />Authority to form meaningful goals. The areas that the Authority decided to target were: <br /> <br />. Total water demand, <br />. Per-connection water use, and <br />. Peal( demand water use. <br /> <br />Total water demand and per connection water use were targeted in order to lower total water <br />usage and limit required water right acquisitions. Per-connection water use was targeted over <br />per-capita water use because of the nature of the ACWW A service population. Because the <br />majority of the water use is commercial, it is difficult for the Authority to calculate the per-capita <br />water use. Peal( demand water use was targeted in order to reduce the capacity of water supply <br />and treatment facilities, and their associated costs. <br /> <br />The Authority set an initial goal of a 5% reduction of water use per tap equivalent over 10 years. <br />A 5% reduction in water use per tap equivalent will therefore reduce overall annual water <br />demands by 5%. This goal will be revisited in Section 7. <br /> <br />Once the areas of targeted water conservation and a goal for a reduction in water demands were <br />identified, the following objectives were established: <br /> <br />.
