Water Conservation Plan

Sanitation District Pipeline. The Cherry Creel( Project Pipeline and Pump Station is scheduled
for 2011 at a cost of $8.0 million. The Authority also plans on drilling additional alluvial wells in
2008 and 2010 at a cost total cost of $1 million.

3.1.5 Chaparral Water Tank

The Authority will require additional storage capacity to handle the projected increase in
demands. Construction of the 4 million gallon Chaparral Water Tanl( will begin in 2009 and end
in 2010, with the cost divided between the two years of construction. This addition will increase
the current water storage capacity from 5 million gallons to 9 million gallons.

3.1.6 Miscellaneous Distribution System Improvements

In order to provide proper hydraulics in the distribution system as the system expands, a number
of small projects must be completed in the next 20 years. These projects include system looping
and installing a dual feed waterline in part of the distribution system.

3.2 INCREMENTAL COST ANALYSIS

An incremental cost analysis was conducted for the Authority to determine the cost each
additional gallon of water will cost using Worl(sheet 3-2 (Appendix A). Table 3-1 summarizes
the cost-per-gallon for the types of new capacity of the anticipated water supply facilities and
wastewater facilities.

Table 3-1: Incremental Supply Costs

Water Total
Source of Water Treated Major Purchases Wastewater Simple
Supply Treatment Water Transmissio Needed to System Incremental
Facilities Storage n Lines Meet Expansion Supply Cost
Demand
Incremental $0.000288 $0.001146 $0.001376 $0.008396 $0.000281 $0.006932 $0.018419
Costs

3.3 PRELIMINARY CAPACITY FORECAST

Worl(sheet 3-4 was used to forecast the Authority's supply for the next 20 years. The rate of
growth was assumed to be constant over the 20 year period. The total amount of required supply
at buildout is 10,000 acre feet per year. In order to have the require rights in time, the Authority
must obtain 302 acre feet per year until the year 2024.

November 2006

19

Richard P.
