<br />Water Conservation Plan <br /> <br />effort with Cottonwood Water and Sanitation District (CWSD). At buildout, ACWW A's <br />portion of the capacity of the JWPPWTP will be 7.6 mgd. Should the non-potable system <br />not be expanded and therefore the potable water system need to meet the entire peal( day <br />water demand, ACWWA's portion of the required capacity of the JWPPWTP would <br />increase to 18.9 mgd. The total net present worth difference of expanding the non-potable <br />water system versus increasing the potable water system capacity is approximately $35 <br />million over 20 years, favoring the non-potable water system. The upfront capital cost <br />difference is estimated at approximately $10 million favoring the non-potable system <br />with remainder of the cost difference attributed to the operations and maintenance costs <br />of treating the water at the JWPPWTP. (WWE January 20, 2005 Memo). This cost <br />comparison is summarized in Table 1-5 and more detailed calculations are provided in <br />Appendix G. <br /> <br />The non-potable water system will also conserve non-tributary water supplies. The first phase of the non-potable water system expansion will be constructed as part of <br />the L TCWRF expansion which began construction in mid 2006.
