Walcher <br />Executive Director <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Dan McAuliffe <br />Acting Director <br /> <br />FROM: John Van Sciver, P.E. <br />Mike Serlet, P.E., Chief <br />Water Supply Planning and Finance Section. <br /> <br />DATE: November 8,2000 <br /> <br />SUBJECT: Agenda Items 14b. and 15a., November 20-21,2000 Board Meeting <br />Julesburg Irrigation District - Peterson Ditch Control Structures and <br />Request for Loan Refinancing. <br /> <br />Introduction <br />The Julesburg Irrigation District (JID) is applying for a $100,000 Small Project Loan to reconstruct <br />the Peterson Ditch Control structures on Lodgepole Creek. The estimated total cost of the project <br />is $145,000. Please see the attached project summary and map. <br /> <br />BackQround <br />The JID, located in Sedgwick County, operates the Peterson Ditch for the benefit of the <br />shareholders to deliver direct flow and storage irrigation water. (The District also operates the <br />Settlers Ditch, the Highline Ditch, the Harmony Ditch #1, and the Julesburg Reservoir.) <br /> <br />The Peterson diverts from the South Platte River, 2 miles west of Sedgwick. Direct flows of the <br />Peterson, along with Julesburg Reservoir storage water, are delivered through the system to <br />irrigate 7840 acres. The Peterson Ditch crosses Lodgepole Creek about 2 miles north of Ovid, <br />and the control structures at this location are in poor condition. The downstream end of the <br />spillway drop structure has been undercut and could fail during a flood. This would release the <br />entire ditch flow to Lodgepole Creek and cause flooding downstream. The JID needs to rebuild <br />the diversion as soon as possible, preferably in winter-spring 2001, prior to the irrigation season. <br />The District is eligible for a loan from the Small Project Loan Account, since delaying construction <br />until summer or fall 2001 would resuit in a hardship on the Borrower. The current condition of the <br />drop structure makes it dangerous to operate. <br /> <br />The JID has two existing loans with the CWCB. As part of this loan application, the district is <br />requesting that one of those loans (Julesburg Reservoir Rehabilitation, $372,950, 40 years, 5%) <br />be refinanced to a 30-year loan at 4%; standard terms for a CWCB agricultural loan in 2000. <br />
