The loan is for reconstruction of the Peterson
Ditch control structures on Lodgepole Creek, The CWCB simultaneously approved refinance of
your existing loan C-153604 to terms of 3.5% for 30 years,

The Board approved a Small Project Loan from the Construction Fund in a maximum amount of
$100,000. The loan terms are 3.5% for 30 years. I have attached a copy of the updated Board
memo concerning the Julesburg Irrigation District. Please refer to page 6 of that memo and to the
section "Action taken by the CWCB November 20, 2000."

When the Board approves a Small Project Loan there remain several conditions:

a) A Feasibility Studv is required. John Van Sciver has drafted the study, and will complete it with
input from you and your engineer. The study must be completed before any CWCB funds are
advanced for the project.

b) An approved contract must be in place before funds can be advanced. Jan IlIian has placed
this project on our contracting "hot Iisf' and has initiated the loan contracting process. I
understand the project has a start construction date of February 2001, and that the District will
need funds to pay contractor bills on or about March 1, 2001. Our goal is to have the loan
contract signed by all parties to meet these scheduled dates.
