I am writing to infOJDl your office of our <br />intention to consttuct a livestock watering pond on the Mand1ester Lake property, near d1e town <br />ofRollinsville in Gilpin County, Colorado. The owners of1he property are Colorado Trout <br />Group Inc., 205 Hazelwood Nederland Co 80466 and Anne Law, 7035 So Perry PIlk Blvd. <br />Larkspur Co 80118. The Manchester Lake property is 129 acres that includes approximately 75 <br />acres of pasture that supports 15-30 head of cattle and up to 10 horses annually dming the <br />spring summer and fall months. The pmpose of the pond is to allow adequate watering for the <br />livestock in the upper and middle pastures and is essential in dry years such as this one, and to <br />prevent the livestock from annually breaking down fences to access portions of the property with <br />water not intended for livestock usage. <br /> <br />The proposed pond will be approximately 1/2 acre in size with an average depth of 6 <br />feet, and will include a small dike (approximately 80 feet in leoath and 10 ft max height). All <br />excess excavated material will be removed from the site and stored temporarily in an upland <br />location, away from any aquatic vegetation. The excavated material will evcntua1ly be used as <br />flll on the existing Manchester Lake Dam to restore the downstream face of1he dam to its <br />original 2: 1 slope that has eroded during the nearly 100 year life-span of tile dam. Mr Mckee is <br />scheduled to visit the site on July 11,00. We intend to remove the top.layer soil and veaetation <br />from the excavated area, and use it to restore any area that is disturbed from the construction <br />activity. In addition, we intend to R-vegetate with obliptory or facultative aquati~ vegetation <br />and replant willows (SaJix sp.) along the perimeter of the proposed livestock watering pond. <br /> <br />The specific location of tile site is in: the north 1/2 quarter (Nl/2. NW 1/4) of section 31, <br />Township 1 South, Range 72 West of tile 6th PM. (see Tunpton QuadraDgIe, Colorado of 7.5 <br />minute series, USGS). The proposed pond will be located in die upper and middle pastures of <br />the Manchester Lake property (see attached plan view) and will be filled aDI)..,l1y by surface <br />runoff that is included in adjudicated water rights associated with the Manchester Lake property. <br />In addition to surface runoff rights the Manchester property is entitled to an undivided 1/4 of all <br />water diverted through Los Laaos Ditch through its be.adptes on North Beaver Creek and South <br />Beaver Creek under an 1883 adjudication. <br />
