CWCR Construction Fund Loan Application

Foundation has restored a number of the springs so that they are now flowing and safe for use by
residents and visitors. Creighton Spring is in private ownership and appears to have the largest
flow of all the springs. Many of the springs produce flows on the order of 5 gallons per minute, but
Creighton produces 60 gallons per minute, Preliminary inspections suggest that the wellhead and
casing for Creighton are in less an optimum state of repair and maintenance. After acquisition of
the property, the first priority would be to take whatever steps prove necessary to put the well in
good order and to prevent any threat to the mineral spring aquifers from the possible rupture of the
wellhead. Thereafter, the City and the Foundation would then cooperate on the removal of the old
motel structures and the construction of an appropriate setting for the public to enjoy Creighton
Spring. However, no loan funds are sought for either the repair and maintenance of the well or of
demolition and construction of a mini-park. It is anticipated that the Foundation and the City would
pay for those costs with funds from other sources.
