CWCB <br /> <br />FROM: John Van Sciver <br /> <br />DATE: February 24, 1994 <br /> <br />SUBJECT: Agenda Item 20d., March 8-9, 1994, Board Meeting-- <br />Approval of Feasibility Study Loan for the Red Mesa Ward Reservoir and <br />Ditch Co. <br /> <br />BACKGROUND <br /> <br />The Red Mesa Ward Reservoir and Ditch Company, located about 20 miles southwest <br />of Durango, has applied for a loan to fund a feasibility study to evaluate the construction of an <br />emergency spillway for the Red Mesa Dam, and the enlargement of the reservoir. <br />The Red Mesa Ward Dam and Reservoir was evaluated as part of the Small Dam Site <br />Reconnaissance Study, conducted by Harris Water Engineering, and the summary sheet for that <br />Study is attached. The estimated cost of the study is $20,000, and the Company is requesting <br />a $15,000 loan which would be forgiven if the project is not feasible. <br />Considerable feasibility work has already been completed on this dam in the past. The <br />SCS has drilled the dam to determine embankment and foundation soil types and has produced <br />a geologic cross-section of the dam. In addition, preliminary spillway sizing criteria has been <br />determined by the State Engineers Office. The Company's Board will also assist with the study <br />to determine land acquisition requirements, and the potential demand for the water. The net <br />result is that the cost of the study has been kept to a minimum. <br /> <br />DISCUSSION <br /> <br />1. The CWCB usually funds 50% of the cost of a feasibility study. However, in this <br />case the Company will be providing "in kind" services, and also has access to considerable <br />existing information related to the engineering feasibility of the project. The study would have <br />otherwise been much more expensive. <br /> <br />2. The CWeB usually requires that a feasibility loan be repaid regardless of whether the <br />project is actually constructed. However, in this case the Company is requesting the loan be <br />
