The CWCB Board also allowed that this loan may be rolled into the Construction Fund
loan for the project, or forgiven all together if it is determined that the project is not feasible.
It is my understanding that these funds will be used to conduct a Feasibility Study to evaluate
enlargement of the reservoir, and construction of a larger emergency spillway. I have attached
a copy of my updated CWCB Board memo concerning the Red Mesa Ward Reservoir and Ditch
Company. Please refer to pages 2 and 3 of that memo and to the section "Action Taken by the
CWCB Board".

Before the CWCB can provide funds for this study, a formal contract between your Company and
the State must be finalized. I will draft the contract within the next two weeks, and send it to you
for your review and approval. My experience is that it takes about two months to finalize a
contract, and the State controller's office insists that no work be preformed on the study
until the contract is final.

On behalf of the CWCB Board, I would like to thank you for applying for a Construction Fund
Loan from the Colorado Water Conservation Board.

cerely,

} .

1iJ;sciver, PoE.
Colorado Water Conservation Board

Attachments
C:\WP51\20dLtr.mar
