. J.~" "

1994 Master Plan Update
Town of Elizabeth

WASTEWATER TREATMENT FACILITIES

Wastewater Flow Criteria

Meurer & Associates has reviewed the Wastewater TTeatment Facility (WWTF)
records, the 1988 Master Plan and the 1990 WWTF Capacity Study to
deteTmine the hydraulic loading (flows) and organic loadings from the Town's
wastewater collection system. Based on this infoTmation, we have established
design cTiteTia for unit wastewateT flows of 65 gpcd. This is consistent with the
unit flow that has been used in past studies faT the Town of Elizabeth. The unit
wastewater flows based on these SOUTces are presented in Table 7 below.

TABLE 7
UNIT WASTEWATER LOADING

SOURCE UNIT FLOW UNIT FLOW/SFE
Recommended unit flow .65 gpcd 202 gpd/SFE
Recent TecoTds 66 gpcd 206 gpd/SFE
1990 Capacity Study 75 gpcd 233 gpd/SFE
1988 Master Plan 65 gpcd 202 gpd/SFE

The unit flows shown above correspond to system collection and WWTF influent
flows (not WWTF effluent flows).

Wastewater Treatment Facility Limits

The WWTF is permitted by the Colorado Department of Health (CDOH) for a
total hydraulic capacity of 0.160 million gallons per day (MGD). This capacity
was established in conjunction with the 1990 WWTF Capacity Study. For the
purposes of this study. we have assumed that the WWTF has a current capacity
of 0.125 MGD. as only 2 of the 3 aeration lagoons are activate at thi~ time.

The CDOH requires that the Town initiate studies to evaluate and design
tTeatment facility expansion when the flows reach eighty percent (80%) of
capacity, and that construction of an expansion begin at ninety-five percent
(95%) of capacity. The WWTF limits based on the hydraulic loadings (inflows)
are summarized in Table 8 below.

Meurer & Associates
October 5. 1994
Page 11
