<br />--, <br /> <br />.. . <br /> <br />with two wells which provided the water for the needs of the offender population <br />and associated facility requirements was decreed in Water Court Case No. W- <br />3758, Division 5 ("W -3758") on October 17, 1979. In the decree issued in Case <br />No. W-3758, the court determined that 71.3 acres were historically irrigated with <br />the Heinze Ditch priorities and that the historical consumptive use was 1.69 acre- <br />feet per acre. In addition, the decree required that 8.1 acres of lands historically <br />irrigated by the Heinze Ditch were required to be dried up to offset the depletions <br />covered by Case No. W-3758. In 1995 in H.B. 95-1352, the Colorado Legislature <br />directed the expansion of RCC to support additional offenders with the associated <br />facility requirements. A purpose of this augmentation plan is to cover the <br />additional 16.28 acre-feet of out-of-priority pumping by Corrections, as described <br />in Attachment I, above the amounts covered by W-3758 and to provide storage in <br />RCC Reservoir No. I for 5.89 acre-feet of water during the non-irrigation season <br />for the W-3758 Decree. <br /> <br />10.2. The decree in W-3758 also covers all of the previous and current water <br />uses at the Wildlife residence, Park's Rifle Gap State Park campgrounds and <br />related Park facilities ("the State Park facility"). An additional purpose of this <br />augmentation plan is to cover the additional out-of-priority pumping of 2.91 acre- <br />feet, which results in a consumptive use of 2.32 acre-feet, necessary for Parks to <br />irrigate one acre of land at the Rifle Gap State Park located on lands adjacent to <br />RCC. <br /> <br />10.3. The decree in W-3758 found that the average daily requirements for the <br />Honor Camp to be 8,500 gallons throughout the year and the average daily <br />requirements for the State Park facility to be 4,700 gallons from the March I <br />through October 31 camping season and 1,500 gallons during the remainder of the <br />year. Total annual depletions for Corrections and the State Park facility were <br />determined to be 13.7 acre feet with 7.8 acre feet occurring during the summer and <br />5.9 acre-feet occurring in the winter. <br /> <br />10.4. On an annual basis, the nature of RCC results in little variation in the <br />amount of water used in these state facilities. The quantification of water needed <br />for the expansion of RCC and irrigation of one (1) acre ofland at Rifle Gap State <br />Park is based upon the planning estimate of 120 gallons per day per offender and a <br />projected number of 192 offenders2, and that 2.91 acre-feet of water was required <br />to sufficiently irrigate one-acre of land at Rifle Gap State Park. Consumptive uses <br />were calculated assuming 100% consumption at RCC and an 80 % consumptive <br />use efficiency of approximately one acre of lawn grass irrigation at the State Park. <br />These numbers have been used for the purpose of estimating actual use. The <br />actual demands, consumptive uses and rates will be determined by accounting. <br /> <br />2 The actual number of offenders at the Correctional Center may vary from this assumption; but in no event shall <br />the total depletions caused by the pumping for the increased uses at RCC covered by this plan exceed 16.28 acre- <br />feet. <br /> <br />5 <br />
