The Colorado Water Conservation Board shall <br />have access to any such measuring device(s) at reasonable times in order to <br />make readings therefrom. <br /> <br />On April 4, 2000, the Court issued an Order approving the Stipulation between the <br />Applicants and Opposer Colorado Water Conservation Board. <br /> <br />9.4 The Applicants reached a Stipulation with Opposer Puma Paw LLC. on <br />May 19,2000. The Stipulation provides that: <br /> <br />9.4.1. The consumptive use amount for the 63.2 acres of irrigated land <br />remaining after the W-3758 Decree is 1.35 acre-feet per acre through the <br />1997 irrigation season. The 1.35 acre-foot number through 1997 shall be <br />used both in this case and in any subsequent case to be filed by Parks or <br />DOC on their rights under the Heinze Ditch. The Puma Paw Opposers <br />may participate in any subsequent proceeding filed by Parks and contest the <br />use of Heinze Ditch rights after 1997. <br /> <br />9.4.2. The Puma Paw Opposers shall not actively oppose the first two <br />diligence proceedings filed by DOC in Case Nos. 96CW363 and <br />97CW059; however, they may file Statements of Opposition for the limited <br />purpose of monitoring the proceedings and insuring compliance with the <br />Stipulations and Decrees entered in Case Nos. 96CW363 and 97CW059. <br />The Puma Paw Opposers may participate in any proceedings to make the <br />conditional rights identified in Case Nos. 96CW363 and 97CW059 <br />absolute to assure compliance with the terms of the conditional decrees <br />entered in Case Nos. 96CW363 and 97CW059. <br /> <br />9.4.3. Parks agrees to file a water rights change case concerning its <br />Heinze Ditch rights within twelve months of the entry of the decree in this <br />case or cease using their Heinze Ditch rights to irrigate lands under the <br />Mullen Ditch. <br /> <br />On , the Court issued an Order approving the Stipulation between the <br />Applicants and Opposer Puma Paw LLC. <br /> <br />10. The applicable portions of the Applicants' water facilities include the following <br />features and history of operation: <br /> <br />10.1. Corrections is an agency of the State of Colorado whose duties include, <br />inter alia, running of the Rifle Correctional Center ("RCC"). In 1972, Corrections <br />established a temporary Honor Camp on approximately 24 acres in Rifle Gap State <br />Park ("24 acres") on lands originally jointly owned by Parks and the Division of <br />Wildlife ("Wildlife").
