Lang
Chief of Floodplain Maps and Flood Control
Colorado Water Conservation Board
1313 Sherman Street, Room 721
Denver, Co. 80203

Re: CWCB Construction Loan Application - Dry Creek

Dear Larry,

Larimer County (County) in cooperation with the City of Fort Collins would like to submit a supplemental
application to the Colorado Water Conservation Board (CWCB) for a construction loan for improvements for the
Dry Creek Project.

In 1995, the City and County submitted an application for the Dry Creek Project in the amount of $600,000
which was subsequently approved in the amount of $500,000. Attached is a supplemental application for the Dry
Creek Project in the amount of $600,000 with terms consistent with those in Senate Bill 96-153.

This supplemental application is made for the following reasons:
- the combined amounts ofthe initial loan and the supplemental loan is well under the total project cost;

2 - the 1995 amount was reduced during legislative review; and

3. the project is warranted due to the benefits to the area and its tax payers.

The City of Fort Collins and Larimer County have initiated an intergovernmental agreement to form a Local
Improvement District for the source of the remaining funds for the Dry Creek Project. Both the City Council of
the City of Fort Collins and the County Commissioners of Larimer County support the formation of a local
improvement district for the Dry Creek Project.

If you would like any additional information or have questions please feel free to contact me at 498-5721. Thank
you for your consideration of this matter.

~

Rex A. Bums
Storm Drainage Engineer
