Lang <br />Chief of Floodplain Maps and Flood Control <br />Colorado Water Conservation Board <br />1313 Sherman Street, Room 721 <br />Denver, Colorado 80203 <br /> <br />RE: CWCB Construction Loan Application - Dry Creek <br /> <br />Dear Larry, <br /> <br />The City of Fort Collins (City) in cooperation with Larimer County (County) would like to submit a <br />supplemental application to the Colorado Water Conservation Board (CWCB) for a construction loan for <br />improvements for the Dry Creek Project. <br /> <br />In 1995, the City and County submitted an application for the Dry Creek Project in the amount of $600,000. <br />The CWCB submitted a recommendation to the State Legislature consistent with this request in Senate Bill <br />96-153. During deliberations of the House and Senate the amount was reduced to $500,000 and final <br />approval was on April 26, 1996. The City and County supported the reduction in the bill with the <br />understanding the City and County could submit a supplemental application for the Dry Creek Project. <br />Attached is a supplemental application for the Dry Creek Project in the amount of $600,000 with terms <br />consistent with those in Senate Bill 96-153. <br /> <br />The basis of this supplemental application is based on the following; I - the total funding of the combined <br />amounts of the initial loan and the supplemental loan is still a low portion of the total project cost; 2 - the <br />1995 amount was reduced during legislative review; and 3 - the project is warranted due to the benefits to the <br />area and its tax payers. <br /> <br />Since the initial application the City and County have initiated a Local Improvement District for the source <br />of the remaining funds for the Dry Creek Project. Both the City Council of the City of Fort Collins and the <br />County Commissioners of Larimer County support the formation of this district. Also, design services are <br />underway through the efforts of a consulting engineer that was retained by the City. <br /> <br />If you would like any additional information or have questions please feel free to contact me.
