Upper Colorado River Basin Study
Scope of Work

October 1, : 998

. . Fraser River at Upper Station for background water quality and general hydrologic
conditions (not a PACSM node);
. Fraser River near Winter Park (a.k.a. at Granby) for water quality in the Winter Park
area and flows below the Moffat diversion tunnel;
. Fraser River below Vasquez Creek for water quality effects from upstream point
source discharges;
. Fraser River below St. Louis Creek confluence for hydrologic conditions and water
quality below the Town of Fraser;
. Fraser River at Colorado River confluence for hydrologic conditions and water
quality effects from the Granby area;
. Lake Granby including reservoir levels, operations and releases;
. Colorado River below Windy Gap diversion dam for hydrologic conditions;
. Williams Fork Reservoir operations including reservoir levels and releases for fishery
considerations;
. Willow Creek reservoir operation;
. Colorado River below Williams Fork River for hydrologic conditions;
. Colorado River below Troublesome Creek for hydrologic conditions;
. Wolford Mountain Reservoir for reservoir levels and releases; and
. Colorado River at Kremmling for hydrologic conditions and water quality.

There may be a need to develop hydrology and water quality information for up to two
additional other locations using the data available from the locations of interest listed
above. The cost and practicality of this will be evaluated on a site by site basis as specific
information needs are identified.

4.2 Set Up Water Resources Database

A database management system for the Upper Colorado River Basin will be set up using
an appropriate commercial database product that is consistent with Study needs and
Study participants' preferences. The database will accommodate the following types of
data at identified locations of interest under historical and modeled conditions:

. Stream flows
. Diversions
. Storage volumes
. Water quality
. Water rights summary information
. Climate
. Diversion and storage facilities including municipal wells
. Wastewater treatment facilities

4
