Upper Colorado River Basin Study
Scope of Work

October 1, 1998

. -The Northern Colorado Water Conservancy District will assist in defining existing
and expected future operations of the Colorado-Big Thompson and Windy Gap
Projects.

. All sponsoring parties will provide available water quality data.

. The consultant will calculate historical and future in-basin water demands, on an
annual and monthly basis, for wet, dry and average hydrology years.

. Information from other sources including CRDSS and the SEO will be available.

This Plan of Study is geared to the overall study budget and schedule as set out in the
draft Upper Colorado River basin Group Participation Agreement. The Agreement calls
for an 18 month to 2 year period for Phases I and II, with an overall budget dependent on
funds available.

4. Work Tasks

4.1 Define Locations of Interest

Specific locations for which hydrologic and water quality information is desired will be
identified. These locations will reflect major points of diversion, storage, return flow,
stream confluences, significant instrearn flow reaches, whitewater rafting stream reaches
and stream segments with water quality implications. They will determine the spatial
basis for model development in Task 4.8 and will be reflected in the water resources
database (Task 4.2). Based on input from the August 7, 1998 meeting of the
Management Committee, an initial list includes the following:

. Blue River North of Breckenridge, just below French Gulch to evaluate water quality
from the Breckenridge area and the French Gulch mining district;
. Blue River Near Dillon, above Dillon Reservoir for hydrologic conditions and
impacts to fisheries;
. Snake River near Montezuma, which is the USGS gage nearest the mouth of the
Snake River to provide hydrologic conditions and may be used for water quality
evaluations and impacts. to fisheries;
. Tenmile Creek below West Tenmile confluence for basic hydrologic conditions and
impacts to fisheries; .
. Dillon Reservoir lake levels and operation including releases to the Blue River and
Robert's Tunnel;
. . Straight Creek for water quality and hydrology;
. Blue River below Rock Creek confluence to evaluate fisheries and white water rafting
(not a PACSM node);
. Green Mountain Reservoir levels and operation including releases to the Blue River;
. Blue River at the confluence with the Colorado for hydrologic conditions;
3
