-'

Upper Colorado River Basin Study
Scope of Work

October 1, 1 '198

accuracy of the information needed will be considerably greater for this Study. These
analytical tools will be designed to extend the capabilities ofPACSM for analysis of
impacts at specific locations. It will also be necessary to work closely with Denver to
refine PACSM as needed for purposes of this study.

4.9 Water Quality Assessment

The overall goal of this task will be to develop a basic analytical framework for water
quality assessment on a Basin-wide level. The specific capabilities and deliverables to be
developed will depend on the nature and availability of water quality data as determined
in Task 4.4 and on overall Study funds.

A primary objective will be to develop existing water quality profiles and flow/water
quality relationships at locations of interest based on available water quality data. Flow-
based instream removal factors and nonpoint source loadings between locations of
interest will also be developed, where possible.

If sufficient data are readily available to do this, a simple flow-based water quality
modeling capability may be developed that is linked to hydrologic output from P ACSM
and the analytical tool or tools for quantitatively assessing water quality trends associated
with various scenarios. This would apply only to certain water quality parameters that
could be treated as conservative or semi-conservative (e.g. TDS/specific conductance,
hardness, and certain metals). Flow/concentration output from a given scenario could
also be made available to do more sophisticated stream or reservoir water quality
modeling at certain locations using other existing water quality modeling tools.

Another primary objective of this task will be to identify data gaps that prevent or impede
meaningful water quality assessment needed to address Study issues.

4.10 Report on Specified Scenarios

The scenarios developed and explored in Phase II of the Study will be described in a
memo report, focusing on major assumptions and tabular/graphical portrayal of results.
The report will be designed to complement the basic illustrative capabilities of the
modeling tool and user interface rather than be a stand-alone document.

4.11 Project Administration

Work under this task would include project oversight meetings with the Management
Committee, monthly progress reports and general project administration.

8
