As General Manager, I am vel) concerned about
the future of water and water use in Jackson County. The 1hree :filings I am
referring to are on the North Fork of the North Platte River and the South Fork
of Big Creek and Indian Creek, which will be particularly injurious to the
Silver Spur Ranch.

Agriculture is the main industry in Jackson County and It elieve that this
action will injure existing water rights critical to the indus':ry. Any future
expansion of agriculture or any other industry in Jackson County will be
seriously damaged by these filings. In the past, in-stream filings have been
above existing diversions. I strongly object to any in-stre2 m flow filings
below the first diversion on any stream in Jackson County These filings
should not be allowed.

~

Thad York
General Manager
