I have discussed the Bureau of Land <br />Management's (BLM) proposed instream flow recommendations with my staff and I am <br />planning on attending the CWCB meeting in the afternoon on the 24th. I understand that the <br />three segments located in Fremont and Saguache Counties are not controversial, but the proposed <br />Jackson County recommendations have generated a considerable amount of concern in the local <br />area. <br /> <br />As you know, the Department of Natural Resources (DNR), the CWCB and the BLM have <br />entered into a Memorandum of Understanding (MOU) to work together in a cooperative manner <br />on issues regarding the management of water and 'water uses on BLM lands in Colorado. The <br />water-dependent fish, wildlife and recreational values of BLM lands contribute substantially to <br />the economy of the state, and the enjoyment of the public. The Division of Wildlife (CDOW <br />believes it is very important for DNR agencies to coordinate and cooperate with the BLM on <br />these important state wildlife and water resource issues. As stated in the MOU "The DNR, the <br />CWCB and the BLM will continue to seek innovative ways to achieve instream flow protection <br />in stream reaches significantly affected by existing water uses. These stream reaches include <br />reaches located close to state boundaries, reaches that flow only seasonally, reaches flowing <br />through a mix of public and private lands, and reaches located below significant diversions and <br />significant return flow locations." The proposed Jackson County in stream flow <br />recommendations include most ofthe conditions mentioned above. <br /> <br />In an effort to seek an innovative solution regarding these proposed recommendations, I directed <br />my staff to contact Roy Smith, the BLM Instream Flow Coordinator, to determine, if the BLM <br />would be willing to delay action on these streams until we could fully identify and hopefully <br />address the local community's concerns. Mr. Smith indicated that the BLM was willing to delay <br />action on these recommendations and they were willing to work with the CWCB and CDOW <br />staffs to address those concerns.
