The pipe is cracked and leaking but does not appear to be . <br />structurally unstable at this time. The service spillway conduit is an 18-inch clay pipe that is in <br />very poor condition and does not appear to be structurally sound. The pipe has been repaired <br />in the past but appears to be failing at the joints. <br /> <br />The intent of the proposed project is to address the above deficiencies and rehabilitate the <br />outlet and spillway such that it meets the current standards and requirements of the SEO. <br /> <br />Feasibility Studies <br /> <br />WLlC, through their engineer Duane Smith, P.E., Smith Geotechnical, has completed the <br />feasibility study in accordance with CWCB guidelines. The study includes an assessment of <br />alternatives to repair or replace the existing outlet works and spillway. <br /> <br />Wood Lake Mutual Water and Irriaation Company <br /> <br />WLlC is a Colorado mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. The Company was incorporated in 1958 to acquire certain irrigation facilities from the <br />Eaton Investment Company, including Wood, Angel and Myers reservoirs. There are currently <br />16 shareholders and 1682 shares of stock. The company is governed by a 5-member Board of <br />Directors. Per their Bylaws, WLlC has the authorization to set annual assessments, the <br />authority to shut off water delivery to shareholders that fail to pay assessments, and the <br />authority to rescind shareholder stock for resale. The Board of Directors has the power and <br />authority to borrow money on the company's behalf and enter into contracts. <br /> <br />Water Riahts <br /> <br />WLlC's decreed water right for Angel Lake has an appropriation date of December 31, 1899 for <br />the first filling and the refill decree has an appropriation date of March 31, 1900. The total <br />appropriation is for 424.7 acre-feet for each filling to a depth of 20.17 feet, or a total of 848 acre- <br />feet. In addition, WLlC's right on Wood Lake is 3,235 AF and Meyers Lake 600 ac-ft. The <br />company also owns 40% of Worster Reservoir (2000 AF). Total estimated delivery from all <br />sources is about 6,700 AF. <br /> <br />. <br /> <br />Proiect Description <br /> <br />To repair the existing outlet and spillway conduits, WLlC studied three alternatives: <br /> <br />1. No-action alternative <br />2. Replace the Existing Outlet Works ($234,000) <br />3. Line the Existing Outlet Conduits ($162,000) <br /> <br />Alternative 1, No-action alternative - This option was not considered feasible as it would <br />ultimately result in the reservoir being restricted by the SEO, and the loss of water. In addition, <br />no-action could result in possible liability and downstream damage if the existing outlet pipe <br />were to collapse and lead to dam failure. <br /> <br />Alternative 2, Replace the Existing Outlet Works - This alternative considered complete <br />replacement of the outlet works and spillway. The dam would be breached and the existing <br />structures removed and replaced. The outlet conduit would be replaced by a 30-inch diameter . <br />concrete or ductile iron pipe.
