Project Overview

The Douglas County Water Resource Authority (DCWRA) consists
of Douglas County govemment, working in cooperation with the
large and small water providers from across the County who are
responsible for the development and management of water
resources to supply drinking water to nearly two hundred eighty
thousand citizens in the South Metro Area. As an Authority, we
have been promoting water conservation and water use efficiency
within Douglas County for over a decade. The Board of the
Authority recently affirmed that water resource conservation is the
primary principle of the Authority. Approximately eight thousand
rural well users, 30,000 people, are represented by Douglas County
in this project.

We recognize that outdoor water use constitutes a sizable
percentage of the County's overall water use - over 40 percent -
and we therefore recognize that the management of our citizen's
outdoor water use is one of the most important tools that we have to
manage overall water demand in the future. One of the most
powerful methods to reduce current, and future, outdoor watering
demands, without compromising the natural beauty of the Colorado
landscape can be done using Xeriscape as a planting and water use
alternative to bluegrass.

To this point, Douglas County Television DC-B has created a
Xeriscape DVD that has been used successfully to educate
individual property owners that have chosen to attend local water
conservation workshops. Although local governments and special
districts have provided various incentives to individual homeowners
to attend these workshops, screened the DVD on DC-B television,
and streamed the DVD on the County's website, overall viewing of
the program material as a percentage of the population of the
County is quite low. Therefore, the DCWRA proposes in this grant
application to utilize Water Efficiency Grant funding to mass produce
and mail the Xeriscape DVD to all the single family residences in
