~

- 12-

advertising support will be used primarily for printing point of sale materials
and posters, and some ad placement in local media.
. Preliminary discussions have been ongoing for the past year. Actual plans
cannot be firmed until the CWCS acts to award the grant. House ads will be
placed free of charge, but will occur on a "best efforts" basis.

.

12. Special Events
. Feature the Xeriscape DVD distribution at the Douglas County Home and
Garden show in Spring 2007
. Host Launch event with gNews Weather personality (Nick Carter or Mike
Nelson)
. Display the "Douglas County Takes Water Conservation Seriously" booth at
the Colorado Water Workshop in Gunnison in May.
. Discussions have been ongoing for the past year, and it is understood
activities are contingent upon a successful grant effort with CWCS. Plans will
be firmed upon receipt of the grant. The display booth was designed to be
easily updated from year to year with topical news, such as the award of the
grant.

13. Citizen Survey
. Douglas County intends to fund an annual citizen survey to benchmark citizen
perceptions on County govemment performance in addition to assessing
policy priorities. Questions in the 2007 survey will assess citizen perception of .
Xeriscape DVD effectiveness.
. Results of this survey will be included with other evaluations to assess the
effectiveness of the DVD distribution effort. The annual survey was done in
May of 2006.

Task 6 - Xeriscaping DVD Effectiveness Evaluation

This aspect of the proposed conservation education and outreach
project is an integral part of the DVD grant application and will be
uniquely designed to assess the effectiveness of the DVD
distribution effort. Specifically, this component is designed to provide
independent evaluation of the effectiveness of the DVD in achieving
the stated objectives of the overall project. The findings of the
evaluation will provide the ewcs board and staff with information
regarding not only the effectiveness of the proposed project but also
the effectiveness of the general distribution of DVDs as a means of
educating the public at large regarding xeriscape and other
conservation issues affecting the individual water users.

The Colorado Foundation for Water Education will perform this
independent review. They will develop a survey that will be
distributed to a representative sample of homes receiving the
Xeriscaping DVD. The home mailing list will be developed to assure

~.
