The 1980 Operating Plan for John Martin Reservoir instituted <br />a transit loss account to assist in delivering Kansas account water to the Stateline. Water for <br />the account is obtained from the 35 percent storage charge applied against "Other Water' <br />stored in the "Article III" Accounts. The transit loss water is released at times when Kansas <br />calls for releases of its account water. In part, the transit loss water replaces depletions caused <br />by well pumping, and LAWMA has included this water in its replacement plans. <br /> <br />Lamar Canal. The City of Lamar acquired 50 shares of Lamar Canal and Irrigation Company <br />stock which had been used at the Higbee State Wildlife Area, aka "Cruikshank Farm", for <br />irrigation of 23.9 acres. These shares are available to LAWMA through an arrangement with <br />the City. <br /> <br />Colorado Beef. In 1995, LAWMA and Colorado Beef executed an agreement as a means of <br />replacing the new depletions caused by the Colorado Beef feedlot. Colorado Beef committed <br />interests in the Lamar Canal and Irrigation Company and dry-up at the West Farm as an <br />irrigation season replacement source. LAWMA committed to replace Colorado Beefs winter <br />depletions from Article II Storage Account water. The arrangement will net LAWMA about 360 <br />acre-feet annually. <br /> <br />Stubbs Water Riahts. In 1989, LAWMA acquired the water rights for the Stubbs portion of the <br />Sisson-Stubbs Ditch and two wells that were used in connection with the Stubbs water right. <br />This acquisition included the Stubbs portion of the Sisson-Stubbs Article II Account in John <br />Martin Reservoir. <br /> <br />Manvel Ditch. In 1993, LAWMA acquired 300 shares and in 1996 acquired the remaining <br />4,380 shares of stock in the Manvel Canal and Irrigation Company. LAWMA now owns the <br />Manvel Ditch's entire direct flow right and the Article II Storage Account in John Martin <br />Reservoir. <br /> <br />x-v Canal. In 1996,LAWMA purchased water rights and other assets of the X-V Ranch. <br />Specifically, the water rights consist of a) 67 of the 69 cfs decreed to the X-V Irrigating Ditch, b) <br />the entire interest in the X-Y/Graham Article II Storage Account in John Martin Reservoir, and c) <br />the water rights decreed to 15 wells in Case No. W-21 04. The other assets included about <br />4,500 acres of land, of which about 3,026 acres were irrigated at the time of the purchase. <br />LAWMA subsequently sold the land, a portion of which was acquired by the Division of Wildlife <br />(DOW). The DOW may continue to irrigate a portion of the land with wells limited to a <br />combined pumpage of 1,475 acre-feet annually. <br /> <br />Page 12 <br />
