<br />1 <br /> <br />I <br /> <br />I <br /> <br /> <br />I <br /> <br />.. <br /> <br />1 <br /> <br />I <br /> <br />I <br /> <br />Outreach Pro~ram <br />A major facet of the plan and a key component to the plan's success is community involvement, <br />as highlighted in the "Vision Statement" for the master plan: <br /> <br />1 <br /> <br />"A community-endorsed strategic plan establishingfeasible <br />water resource development opportunities to assure a long-term <br />sustainable water supply for the Town of Castle Rock" <br /> <br />1 <br /> <br />I <br /> <br />The vision statement embodies the essential goals of the master plan, and, as highlighted, the <br />outreach to our community is top on the list of goals. To accomplish this outreach, an <br />aggressive communication program was initiated to capture the feedback of the community at <br />various times in the planning process. This community group, referred to as the Strategic <br />Planning Advisory Committee (SPAC), is currently made up of approximately 40 stakeholders <br />within the Town, including: local citizens, business representatives, developers, commission <br />members, and county representatives. This large group of stakeholders is subdivided into four <br />groups: Conservation, Water Supply, Finance and Outreach. These groups meet more <br />frequently to discuss and comment on work completed by Town staff and our consultants, who <br />are working together as the Core Team. The communication structure directs the SPAC's <br />feedback/comments to the Steering Committee, which is comprised of the Town Manager, <br />Town Attorney, Mayor, Councilmember(s), and the department heads from Utilities, Finance, <br />Parks and Recreation and Development Services Departments. This committee then makes <br />recommendations to Town Council based on the stakeholder feedback and the Core Team's <br />work. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Conservation Plan <br />A key element to the WRSMP is the Conservation Plan. which is currently under development. <br />The result of this plan is a reduction over time in the amount of water production required to <br />fully serve the Town. The mission statement for the conservation plan is: <br /> <br />I <br /> <br />"Achieving quantifiable water savings through education, incentives <br />and application o( best management practices." <br /> <br />I <br /> <br />The final conservation scenario will be assimilated into the WRSMP as a given assumption in the <br />decision process. <br /> <br />I <br />I <br /> <br />The water conservation technical group, composed of staff members from Utilities, Parks and <br />Recreation, Development Services and Communications, along with private sector landscape <br />design, irrigation design and landscape maintenance professionals, have worked over <br />the last two years to develop proposed per capita use targets and associated program <br /> <br />I <br /> <br />CWCB Water Conservation Planning Grant Program <br /> <br /> <br />SA VING WA TER THROUGH EoveA nON, INCENTIVES, ANO APPlICA nON OF BEST MANA GEMENT PRA C T1CES <br />
