Moffat County understands CWCB staff are requesting an instream flow determination for Little Cottonwood <br />Creek in Moffat County be postponed one year for more data collection. <br />Moffat County and Land Use Board Member Dave Watson told the board it would be dry. It was. CWCB staff <br />and Moffat County LUB members jointly monitored Little Cottonwood at least 3 or 4 times this year. It doesn't <br />have runoff available for an instream flow because it is relatively dry most of the summer. We had tremendously <br />large rains this year that helped keep a trickle in Little Cottonwood and it still won't sustain an instream flow. <br />Moffat County requests the CWCB not allow it to be postponed another year and deny the in stream flow proposal. <br /> <br />. <br /> <br />2. Moffat County also understands that CWCB staff are bringing Willow Creek to you for instream flow <br />considerations. Staff are using a September 5, 2003 data gathering trip as evidence for the proposed <br />f1ow_ CWCB and BLM staff are bringing this proposal forward to the Board without working with Moffat <br />County nor its citizens to recommend this proposal. Moffat County requested at the last board meeting <br />that before future proposals located in Moffat County were to be presented to the Board, that Moffat <br />County would be involved in the assessment.
