<br />- 2 - \ <br /> <br />In addition. StatT is not moving forward with the Town of Minturn's recommendation on the Eagle River __._ <br />in order to provide additional time for the water availability analysis. The water right issues are complex <br />and as a result staff is having the proposed reach modeled with the newly revised and enhanced Colorado <br />River Decision Support System (CDSS). Staff expects that this modeling exercise will help shed some <br />light on water availability and the effects of an expanded ISF on existing decreed river operations as well <br />as future potential operations. <br /> <br />StaWs previous attempts at modeling the reach this past year were inconclusive as the existing model did <br />not allow for a daily analysis of water rights. The CDSS now has the ability to model a daily time step. <br />In addition, CDSS modelers now have a better understanding of operations on the Colorado River which <br />will allow for a more accurate modeling exercise. Furthermore, at the October 23, 2006 stakeholder <br />meeting regarding this recommendation, staff became aware of an existing model prepared by Colorado <br />Springs Utilities which may aid in these modeling efforts. <br /> <br />Staff will continue to involve the Board, Division 5 Engineer, and stakeholders in its analysis and <br />modeling efforts to insure the accuracy of the input parameters and assumptions for various model runs. <br />Tn addition, Staff will provide all interested parties with the model results once they are finalized.
