<br />. <br /> <br />. <br /> <br />. <br /> <br />Species Conservation Trust Fund (SCTF): Capitalization and Allocation Proposal <br />November 6. 2006 <br /> <br />1) Capitalization of Fund <br /> <br />The State of Colorado seeks to further capitalize the Fund this year in order to <br />fund Colorado's participation in the Three State Species Recovery Agreement <br />on the Platte River. Colorado's obligation to participate in this Program is $24 <br />million. <br /> <br />In Fiscal year 2006-2007, Colorado dedicated $5 million to the Platte Program <br />($3.15 million in the SCTF capital account and $1.85 million in SCTF operation <br />and maintenance account), in House Bill 06-1311. <br /> <br />The funding mechanism for capitalizing last year's HB 06-1311 was the <br />Operational Account of the Severance Tax Trust Fund. Again this year, Colorado <br />seeks to fund the SCTF through monies from the same fund. <br /> <br />2) Allocation of Fund dollars for Fiscal Year 2007-2008 <br /> <br />a) Three State Species Recovery Agreement on the Platte River: $6 <br />million from the SCTF capital account. "Out year" amounts to capitalize <br />the remaining $13 million need are still being discussed and unclear at <br />present. <br /> <br />b) Sagebrush-associated species; shortgrass prairie-dependent species; <br />and South Platte and Arkansas River aquatic species: $400,000 from <br />the SCTF operation and maintenance account. <br /> <br />c) San Luis Valley Regional Habitat Conservation Plan (HCP) for the <br />Southwestern Willow Flycatcher: $80,000 from the SCTF operation and <br />maintenance account. <br /> <br />3) Reversions <br /> <br />Group discussion based on recommendations from DNR and DOW. <br />
