~

1. Would the study be used for litigation?

l

No. Study funding from CWCB would not be available until July 1,2007. The CCWCD-
Well Augmentation Subdistrict augmentation plan will go to Water Court in February 2007.

.

2. For clarification, it was suggested that the term "irrigation recharge" be changed.

The title of the study will be changed to "Estimation of Deep Percolation from Irrigation to
the South Platte Alluvial Aquifer in Northern Colorado".

3. How would study results be extracted from the 3 sites to have a wider application?

Study applicability is linked to climatic and hydrogeologic factors, as well as irrigation
techniques, so results would be directly applicable to other similar areas in northeastern
Colorado. Applicability to other areas of the State would likewise depend on similarity to
climatic and hydrogeologic factors, and the irrigation methods used.

The study will benefit CWCB in the Decision Support Systems by providing additional data
concerning the estimation of consumptive uses and losses from irrigation.

The total project cost is $308,000, which includes $200,000 for study costs and $108,000 (normal
contract lease value) of lands to be committed to the study by members of the CCWCD Well
Augmentation Subdistrict. Of the hard costs of$200,000 for the study, USGS is proposing to
provide 25% or $50,000 and the request is for $150,000 from CWCB. Study costs will include .
salary and overhead, equipment, drilling and other field operations, travel, lab analyses, supplies and -
printing. According to Financial Policy No. 14, feasibility study and demonstration project
investments are to be limited to 50% ofthe total study or project cost, up to a maximum of$lOO,OOO.

- Recommendation

Staffis recommending that the Board approve a Non-Reimbursable Investment of$IOO,OOO for the
study from the Construction Fund for FY 07-08.

I.
