.

.

e

......-.

privately owned agricultural land buffers the riparian plant communities along the San Miguel and water
users divert water from the San Miguel River within public land. This complex environment provides
an ideal opportunity for a public-private coalition of agricultural water users, local citizens, cutting-edge
conservation organizations, and the CWCB to demonstrate positive partnerships and tools for resolving
water management challenges.

A diverse group of stakeholders has agreed to cooperate for the mutual benefit of all participants as well
as the entire watershed. Their efforts have been characterized by collaboration and a shared commitment
to the San Miguel River system. Consequently, this project will epitomize the multiple public and
private benefits that can result from CWCB funding a locally driven and community-based project.

Staff Recommendation

This project will both improve a diversion structure and assist in the conservation of existing species in
the riparian ecosystem of the San Miguel River. The CWCB's participation in this project fits well with
its long-term efforts in the San Miguel River Basin that include appropriating and protecting instream
flow water rights on the San Miguel River, acquiring the Uravan water rights through the Umetco
settlement, and working with the local community on the future use of the Uravan water rights in this
reach of the San Miguel River. Consequently, staff believes that this project is worthy of non-
reimbursable investment funding and recommends that the Board approve the CWT's request.

Flood Protection.
