<br />5.7 Facilitator(s). Facilitators shall be engaged as deemed necessary by the mcc to develop agendas for <br />and facilitate meetings of the Committee. <br /> <br />5.8 Meeting Notes. Meeting notes summarizing discussion and decisions taken shall be prepared for regular <br />and special meetings by the facilitator, or by another designee of the Chairman. These meeting notes <br />shall be made available to Committee members and the general public within 10 days of a regular <br />meeting and within 5 days of a special meeting. <br /> <br />5.9 Open Meetings Law. The mcc shall be deemed to be a State Public Body for purposes of the Open <br />Meetings Law, Part 4 of Article 6 of Title 24, c.R.S. <br /> <br />5.10 Public Participation. mcc meetings will be open to the public. Participation and comment by non- <br />members of the mcc during the meetings will be at the discretion of the Chairperson, however mcc <br />will strive to include a period for public comment during all regular meetings. <br /> <br />5.11 Reimbursement for Expenses. Members will be reimbursed by the State of Colorado for travel and <br />lodging, as needed, to attend all regular and special meetings, consistent with state policies for <br />reimbursement. <br /> <br />5.12 Meetings of Working Groups. Standing and ad-hoc working groups shall determine when and where <br />their meetings shall occur, and shall publish notice of these meetings in accordance with Section 5.3 of <br />this Article. <br /> <br />Article VI <br />Decision Making <br /> <br />6.1 Administrative Decisions. So long as a quorum is present, decisions regarding administrative business <br />of the mcc may be made by supermajority (75%) vote. Administrative decisions include approval of <br />agenda and meeting notes, scheduling of future meetings, and setting aside issues for discussion at a <br />later date. <br /> <br />6.2 Review of Compacts or Other Agreements. The IDCC shall review compacts or other agreements <br />submitted by the Basin Roundtables in accordance with the framework outlined in the mcc Charter. <br /> <br />6.3 Broad General Level of Support. So long as a quorum is present, decisions regarding all other business <br />of the IDCC will be made by seeking to identify and positively affirm a broad general level of support <br />for or approval of the issue or proposal in question by all Committee members present at the meeting. <br />An agreement will be considered to have been reached when either the facilitator or a group member has <br />articulated the proposed agreement, and all !BCC members either verbally affirm their support for it, or <br />at a minimum agree not to actively oppose or subvert it. The above process does not require all <br />Committee members to support a proposal or ultimate agreement to the same degree for an agreement to <br />have been reached. Some members may strongly endorse a proposal, while others may believe it to be <br />not ideal, but ultimately workable and acceptable. <br /> <br />Appendix D <br /> <br />Page 5 of7 <br />
