<br />4.4.2 Opting Back In. A Basin Roundtable which has previously opted out of IBCC proceedings may opt <br />back in through formal notification f~om the Roundtable Chairperson to the Director of Compact <br />Negotiations (Chairperson of the IBCC). Reinstatement of membership for that Basin Roundtable's <br />two IBCC representatives will be effective on the date of the next regularly scheduled meeting of the <br />IBCe. <br /> <br />Article V <br />Meetings of the Committee <br /> <br />5.1 Regular Meetings. Regular meetings of the committee shall be held as necessary at a time and place <br />designated by the chairperson of the IBCC and agreed upon by the members of the committee. <br />Meetings may be held in the Denver Metro area, or in alternate locations around the state as deemed <br />appropriate by the Committee in a manner which will facilitate the participation of Basin Roundtable <br />members. At a minimum, the Committee, will establish the time and date of the next regular meeting at <br />the conclusion of each regularly scheduled meeting. <br /> <br />5.2 Special Meetings. Special meetings may be convened as necessary to address matters requiring the <br />Committee's attention which cannot be held until the next regularly scheduled meeting. A request to set <br />a special meeting is sent to the chairpersor and can come from any member of the IBCe. The <br />chairperson shall determine if a special meeting is necessary, and set the date, time and location. <br /> <br />5.3 Notice of Meetings. Notice of regular meetings will be provided via email to all members of the IBCC <br />and Basin Roundtables, and posted on the: website of the Colorado Department of Natural Resources. <br /> <br />5.4 Use of Teleconferencing. Participation by telephone shall not be allowed at regular meetings except in <br />the case of an emergency or approval by the Director of Compact Negotiations. Participation in <br />discussions will be allowed with the approval of the Director of Compact Negotiations. Members <br />attending by telephone can be involved in making decisions. Participation by telephone shall be allowed <br />at special meetings. <br /> <br />5.5 Attendance. Participation in and effective decision making requires consistent attendance by IBCC <br />Members. IBCC Members commit to attend as many meetings as possible. In the event that an IBCe <br />Member is absent from a meeting, other members will not be obligated to backtrack and revisit past <br />discussions to accommodate those who have not attended the prior meeting(s). The Committee will a:lso <br />not be obligated to revisit past discussions :when alternates are acting in the place of regular Committee <br />members unless agreed upon by the IBCC :as a whole. Decisions made at a prior session will not be <br />reopened to accommodate concerns of members (or alternates) who were absent from these meetings <br />unless agreed upon by the IBCC as a whole. <br />" <br /> <br />I <br />5.6 Quorum. Two-thirds of the members of th~ Committee shall constitute a quorum for the transaction of <br />any business at any meeting of the IDCe.
