Adopted by the IBCC Members on June 30, 2006 THE COLORADO WATER FOR THE 21sT CENTURY INTERBASIN COMPACT COMMITTEE BY-LAWS Article I Name and Purpose 1.1 The name of the committee is the Interbasin Compact Committee (IBCC), a statewide committee established by the Colorado legislature in the Colorado Water for the 21 sl Century Act, 2005 (the Act). 1.2 The purpose of the committee is to facilitate the process of negotiations between basin roundtables as set forth in the Act and subject to principles established in section 37-75-102 of the Colorado Revised Statutes. Article II Roles and Reporting of the Committee 2.1 Roles of the Committee. The Committee will perform the roles outlined in Article IV of the IBCC Charter. 2.2 Annual Reporting to the Legislature. Commencing in 2006, the IBCC shall submit an annual report to the House of Representatives Committee on Agriculture, Livestock, and Natural Resources and the Senate Committee on Agriculture, Natural Resources and Energy by October 31 st concerning the status of compact negotiations and other activities as deemed appropriate by the IBCe. Article III Definitions 3.1 Act. The Colorado Water for the 21 st Century Act passed during the 2005 Legislative Session "Concerning the Negotiation of Inter-basin Compacts Regarding the Equitable Division of the State's Waters." Also known as House Bill 05-1177, now codified as Sections 37-75-101, et seq., Colorado Revised Statutes (2005). 3.2 Adaptive Management. Future management actions can be adjusted based on feedback from implementation of current management actions. 3.3 Basin Roundtable(s), One or more of the nine permanent bodies established by the Colorado Water for the 21 st Century Act: Sou th Platte Basin Roundtable; Arkansas Basin Roundtable; Rio Grande Basin Appendix D Page 1 of 7
