<br />Section 1 <br />Report from the Director of Compact Negotiations <br /> <br />:. .,::::JlII'" <br /> <br />. Description of IBCC, CWCB and Basin Roundtable <br />roles in developing criteria for allocating funds, <br />engaging in outreach and education, approving <br />projects, reviewing applications, ensuring the account <br />is managed in a manner that complies with state law <br />and entering into contracts <br /> <br />. A funding and cash management strategy to be used <br />to administer the account: <br /> <br />- From a total of $40 million, $9 million will be <br />allocated to basin accounts ($1,000,000 for each <br />of the nine Basin Roundtables) with the remainder <br />to the statewide account ($31,000,000) <br /> <br />- Statewide account applications will be considered <br />in March and September of each year <br /> <br />- Monies from Basin accounts can be allocated <br />during CWCB's bimonthly meetings <br /> <br />- In January 2010, any uncommitted monies <br />remaining in the Basin accounts will be transferred <br />to the Statewide account <br /> <br />- On July 30, 2010, any uncommitted funds in the <br />statewide account will revert to the Operations <br />account of the Severance Tax Fund <br /> <br />. Eligibility requirements, specifying that the following <br />activities are eligible for funding under this program: <br /> <br />- Competitive grants for environmental compliance <br />and feasibility studies; <br /> <br />- Technical assistance regarding permitting, <br />feasibility studies, and environmental compliance; <br /> <br />- Studies or analysis of structural, nonstructural, <br />consumptive, and nonconsumptive water needs, <br />projects, or activities; and <br /> <br />- Structural and nonstructural water projects or <br />activities <br /> <br />. An application process and submittal requirements <br /> <br />. Threshold criteria, which must be met in order for an <br />application to undergo further review: <br /> <br />- The water activity meets the eligibility <br />requirements <br /> <br />- The water activity is consistent with all legal <br />requirements <br /> <br />- The water activity underwent an evaluation and <br />approval process by the Basin Roundtable <br /> <br />S;\/SC SUPPORnREPORT TO lEGISLATURBSECTION 1 FINAL.DOC <br /> <br />. Nineteen criteria for competitive evaluation (statewide <br />fund), organized under the following categories: <br /> <br />- Promoting Collaboration and Cooperation <br /> <br />- Facilitating Water Activity Implementation <br /> <br />- Meeting Water Management Goals and Objectives <br />and Identified Water Needs <br /> <br />- The Water Activity Addresses Issues of Statewide <br />Value <br /> <br />Many Basin Roundtables have already begun the <br />process of considering various water activities that meet <br />identified basin needs which may be eligible for funding. <br /> <br />1.7 House Bill 06-1400 and <br /> <br />Program Appropriations <br /> <br />House Bill 06-1400 (HB 06-1400), included in Appendix <br />F, signed by the Governor on May 26, 2006, approved <br />the IBCC Charter and revised Colorado statute to include <br />the full text of the Charter as a nonstatutory matter. <br />HB 06-1400 also created the Office of the Director of <br />Compact Negotiations within the Office of the Governor, <br />and allocated $75,837 plus 0.5 FTE to the <br />implementation of the statute. HB 06-1400 appropriated <br />an additional $855,481 and 1.2 FTE to CWCB for the <br />ongoing implementation of the Interbasin Compact <br />process. <br /> <br />These funds are being used to hold Basin Roundtable <br />and IBCC meetings around the state, provide technical <br />assistance to the Basin Roundtables to help them <br />develop their basin-wide water needs assessments, and <br />to develop and implement public education and outreach <br />activities. <br /> <br />1.8 Communication and <br /> <br />Information Sharing <br /> <br />1.8.1 Interbasin Compact Website <br /> <br />The DNR hosts a website for the Interbasin Compact <br />process, through which users can obtain information on <br />the IBCC and on each Basin Roundtable.
