Description of IBCC, CWCB and Basin Roundtable roles in developing criteria for allocating funds, engaging in outreach and education, approving projects, reviewing applications, ensuring the account is managed in a manner that complies with state law and entering into contracts . A funding and cash management strategy to be used to administer the account: - From a total of $40 million, $9 million will be allocated to basin accounts ($1,000,000 for each of the nine Basin Roundtables) with the remainder to the statewide account ($31,000,000) - Statewide account applications will be considered in March and September of each year - Monies from Basin accounts can be allocated during CWCB's bimonthly meetings - In January 2010, any uncommitted monies remaining in the Basin accounts will be transferred to the Statewide account - On July 30, 2010, any uncommitted funds in the statewide account will revert to the Operations account of the Severance Tax Fund . Eligibility requirements, specifying that the following activities are eligible for funding under this program: - Competitive grants for environmental compliance and feasibility studies; - Technical assistance regarding permitting, feasibility studies, and environmental compliance; - Studies or analysis of structural, nonstructural, consumptive, and nonconsumptive water needs, projects, or activities; and - Structural and nonstructural water projects or activities . An application process and submittal requirements . Threshold criteria, which must be met in order for an application to undergo further review: - The water activity meets the eligibility requirements - The water activity is consistent with all legal requirements - The water activity underwent an evaluation and approval process by the Basin Roundtable S;\/SC SUPPORnREPORT TO lEGISLATURBSECTION 1 FINAL.DOC . Nineteen criteria for competitive evaluation (statewide fund), organized under the following categories: - Promoting Collaboration and Cooperation - Facilitating Water Activity Implementation - Meeting Water Management Goals and Objectives and Identified Water Needs - The Water Activity Addresses Issues of Statewide Value Many Basin Roundtables have already begun the process of considering various water activities that meet identified basin needs which may be eligible for funding. 1.7 House Bill 06-1400 and Program Appropriations House Bill 06-1400 (HB 06-1400), included in Appendix F, signed by the Governor on May 26, 2006, approved the IBCC Charter and revised Colorado statute to include the full text of the Charter as a nonstatutory matter. HB 06-1400 also created the Office of the Director of Compact Negotiations within the Office of the Governor, and allocated $75,837 plus 0.5 FTE to the implementation of the statute. HB 06-1400 appropriated an additional $855,481 and 1.2 FTE to CWCB for the ongoing implementation of the Interbasin Compact process. These funds are being used to hold Basin Roundtable and IBCC meetings around the state, provide technical assistance to the Basin Roundtables to help them develop their basin-wide water needs assessments, and to develop and implement public education and outreach activities. 1.8 Communication and Information Sharing 1.8.1 Interbasin Compact Website The DNR hosts a website for the Interbasin Compact process, through which users can obtain information on the IBCC and on each Basin Roundtable.
