El Nino events <br />ordinarily come around every three to eight years and can vary in strength, but its strength is gaining this <br />year. Typically after a wet and snowy fall in Colorado, El Nino brings about a mid-winter dry spell, and <br />then often a recovery late in spring bringing things back to near normal. With El Nino in Colorado, there <br />are typically less windstorms and fewer Arctic cold spells. <br /> <br />. <br /> <br />Upcoming Colorado CUmate Variability Meeting: Western Water Assessment (WW A) is coordinating <br />a meeting to discuss climate change planning efforts among Front Range water providers, including <br />Denver Water. WW A was created in 1999 and is a joint effort between the Cooperative Institute for <br />Research in Environmental Sciences at the University of Colorado and the National Oceanic and <br />Atmospheric Administration's (NOAA) Climate Diagnostics Center. The meeting will be held on Friday, <br />November 17, 2006, 9:00am - 2:00pm. Approximately 20 attendees from key water entities are expected <br />to attend. Please check the CWCB website for more details, including the location ofthe meeting. <br /> <br />Groundwater Commission Meeting: The Colorado Groundwater Commission will meet in <br />Denver on November 17, 2006. <br /> <br />CWOA 2006 Annual Conference Held: The CWOA 2006 Annual Conference was held in Steamboat <br />Springs September 27-29 at the Steamboat Grand Resort Hotel. The conference was entitled "Water's <br />Last Frontier." See the CWOA website at www.coloradowaterofficials.com for more conference <br />information. <br /> <br />CWC Workshop: The Colorado Water Congress 2006 Workshop on Legal Ethics In Water and <br />Environmental Law will be presented November 20,2006 at the Conference Room at 1580 Logan Street, <br />Suite 400, Denver, Colorado. CLE credits will be shown on the registration form. <br /> <br />. <br /> <br />CWC Annual Convention: The Colorado Water Congress 49th Annual Convention will be held January <br />25 - 26, 2007 at the Denver International Airport Hotel and John Q. Hammonds Convention Center in <br />Denver. The program and registration forms will be posted at the CWC website in November. <br /> <br />Arkansas River Basin <br /> <br />Arkansas River Compact Administration (ARCA): On October 18-19 Hal Simpson and I met with <br />David Pope and his staff in Denver for the third round of the ARCA Special Engineering Committee <br />which was created at the December 2005 Annual Meeting. We are nearing final agreement on several <br />issues and developed pathways to lead to resolution on several others, however the States agreed to keep <br />the substance of their discussions confidential. AReA will be meeting by teleconference on November 8 <br />to discuss procedures for receiving and adopting the Special Committee's recommendations and removing <br />the confidentiality restriction. The Special Committee expects to bring completed recommendations to <br />the ARCA for formal action at the 2006 Annual Meeting. A fourth round of Special Engineering Comrn. <br />meetings has been scheduled for Topeka on December 19 and 20, 2006 and the Comm. will be <br />recommending that it be authorized to continue its work in 2007. Colorado officials and our ARCA <br />representatives will also be meeting in Pueblo on November 8 to plan and coordinate for the 2006 ARCA <br />Annual Meeting to be held in Lamar on December 11-12, 2006. <br /> <br />. <br /> <br />Kansas v Colorado Litigation Account Update: The large Iysimeter is now essentially complete at <br />approximately the contract price of $193,000. The O&M funds we are providing will not cover operation <br />beyond 2007 and the State Engineers Office is trying to address this need through cooperative funding <br />requests to the CWWRI and the Lower Arkansas Valley WCD. Discussions with CSU regarding <br />construction of the smaller reference lysimeter in 2007 now need to be accelerated. We expect that <br />savings from the CoAgMet weather station upgrade portion of the project and the remaining $57,000 <br />balance in the Iysimeter budget will be sufficient for this purpose. We will be preparing an updated report <br />on use of these litigation account funds for submittal to the General Assembly in January 2007. <br /> <br />13 <br />
