<br />,. <br /> <br />outcome of the meeting was the decision by the group to concurrently look at individual basin needs as <br />well as having the CWCB continue a statewide dialogue on multi-basin issues and opportunities. <br /> <br />Basin Roundtable Support Contractor Selected: A request for qualifications process was implemented . <br />to select a support contractor for the Basin Roundtables. COM and several subcontractors were the <br />successful firms and the contract has been negotiated and is being routed for signatures. <br /> <br />Notice of RICO Rulemaklng Published: On September 11, 2006, the Secretary of State published the <br />Colorado Water Conservation Board's notice of rule making for new rules for Recreational In-Channel <br />Diversions ("RICDs") that comport with Senate Bill 37. Two entities sought party status-the Colorado <br />River Water Conservation District and the Northwest Colorado Council of Governments-Water <br />Quality/Quanity Committee. The Board will be holding formal rulemaking proceedings on November 15, <br />2006. More information is available on the CWCB website. <br /> <br />Colorado Watershed Protection Fund (CWPF). The CWPF Designees unanimously approved the <br />joint CWCB-WQCD-CW A funding recommendation to fund all four applications received in 2006. The <br />grant recipients have been notified to proceed with their respective projects. <br /> <br />Water Quality-Water Quantity Coordination Meeting. The next water quality-water quantity <br />coordination meeting is scheduled for December 4, 2006. <br /> <br />WQCC's Consultation Request -- Temperature Standards Rulemaking of January 2007. The <br />WQCC has received requests for party status for the January 2007 rulemaking hearing concerning <br />temperature criteria and standards in the Basic Standards and Methodologies for Surface Water <br />(Regulation #31) that include an assertion that the proposed revisions have the potential to materially <br />injure water rights. As a result, the WQCC has initiated consultation with the State Engineer and the <br />Colorado Water Conservation Board, pursuant to 25-8-104(2)(d), C.R.S. The WQCC Administrator has <br />requested that all parties, in addition to providing the required copies of all documents to the WQCC . <br />Office, party status applicants, mailing list status applicants, and the Attorney General's Office <br />representatives, copies of all future documents submitted for this proceeding should be sent directly to the <br />SEO and CWCB. The CWCB and SEO must provide a written response or an oral presentation before <br />the WQCC Hearing. We will provide an update at the January Board meeting. <br /> <br />Colorado Interim Water Resources Review Committee Update: The Interim Water Resources Review <br />Committee, chaired by Rep. Kathleen Curry and vice-chaired by Sen. Jim Isgar, met five times since June <br />16,2006, with their last meeting on September 27,2006. Testimony at these meeting included water <br />management issues in certain parts of the State, water quality mandates, update on the implementation of <br />HB 05-1177, groundwater issues in the South Platte River Basin, and long term water and wastewater <br />funding issues. Committee members agreed to sponsor three bills in the 2007 Legislative Session. <br />. Bill A Expansion of the water efficiency grant program. <br />. Bill B Increase in the maximum compensation paid to the directors of <br />certain types of water districts. <br />. Bill C Request that Congress support the federal "Rural Colorado Water <br />Infrastructure Act" (H.R. 3521). <br /> <br />More information about the Committee as well as bill language can be found at <br />http://www.state.co.us/govdir/legdir/lcsstaff/2006/comsched/06WaterResourcesSched.htm. <br /> <br />NOAA (Klaus Wolter) Forecast: NOAA released the winter outlook and is predicting wanner than <br />average temperatures across the country, including all of Colorado. Nationwide, it is forecast to be 2 <br />percent wanner than the 30-year average, but 8 percent cooler than last year. Klaus Wolter, forecaster <br />from NOAA, stated, "In Colorado, October tends to be wet and snowy with El Nino. El Nino conditions . <br />are formed when the temperatures ofthe sea surface of the tropical Pacific Ocean are wanner than usual <br /> <br />12 <br />
