<br />. <br /> <br />. <br /> <br />Program Committees <br /> <br />Coordination Committee <br /> <br />The purpose of the Coordination Committee is to assure that the goals of the Program are <br />achieved in a timely manner. The Coordination Committee is responsible for the establishment of <br />Program policies, direction, procedures and organization. The Coordination Committee will <br />approve annual work plans and budgets, perform conflict resolution and all other Program <br />management responsibilities not specified herein. The Coordination Committee is the principal <br />point of contact for all requests to the Program. <br /> <br />Participants in the Program will have the right to one voting representative on the Coordination <br />Committee (multiple representatives representing a single participant will share the single vote <br />allotted to that participant). The Service's Region 2 Regional Director or the Director's designee <br />will chair the Coordination Committee. A quorum is two-thirds of the appointed committee <br />membership. On all issues except Program participation, the Committee will function by <br />two-thirds vote of the committee membership. Unresolved issues will be referred for resolution <br />to the Signatories of the Cooperative Agreement and to the appropriate authorities in the case of <br />participants added to the Program without signing the Cooperative Agreement. Under this <br />Program, all participants will work cooperatively to ensure the successful implementation of the <br />recovery actions. If, however, any participant is unable to support the Program or components of <br />it, or finds the recommendations of the Coordination Committee not justified, it will report its <br />position to the Coordination Committee in writing. The Coordination Committee will be given <br />sufficient time to resolve any problems. <br /> <br />Although the Secretary of the Interior, through the Service, is responsible for administering the <br />Endangered Species Act, each federal agency is bound by the requirements of the Act. <br />Additionally, as evident by the execution of the Cooperative Agreement and this Program, each <br />federal, state and tribal participant is committed to the conservation and recovery of the San Juan <br />River Basin populations of Colorado pikeminnow and razorback sucker. In order to provide the <br />organizational focus to facilitate cooperative efforts, the Service will direct its efforts to assuring <br />the full and cooperative consideration of all agency views, responsibilities and constraints in the <br />analysis of project impacts and recovery potential. <br /> <br />. <br /> <br />Biology Committee <br /> <br />The Biology Committee reports to the Coordination Committee. The Biology Committee is <br />responsible for: <br />1. assessing the biological needs of the endangered fish species and identifying research <br />needs in support of recovery elements; <br /> <br />2. evaluating program activities and monitoring plans; <br /> <br />3. identifying, evaluating and recommending potential recovery actions; <br /> <br />4. identifying and reviewing research activities; <br /> <br />5. providing technical assistance to the Program Coordinator for the assessment of progress <br />of the Program; <br /> <br />6. developing an annual list of priority projects for the development of the annual Work <br />Plan; and <br /> <br />29 <br /> <br />/' <br />
