<br />CHAPTER 6: PROCEDURES AND ORGANIZATION <br /> <br />Participation in the Program <br /> <br />The Program is a cooperative effort of the following participating entities: <br /> <br />u.s. Bureau of Reclamation (Upper Colorado Region) <br /> <br />U.S. Bureau of Land Management <br /> <br />U.S. Bureau of Indian Affairs <br /> <br />U.S. Fish and Wildlife Service (Regions 2 and 6) <br /> <br />State of Colorado <br /> <br />State of New Mexico <br /> <br />State of Utah <br /> <br />Navajo Nation <br /> <br />Southern Ute Indian Tribe <br /> <br />Ute Mountain Ute Indian Tribe <br /> <br />Jicarilla Apache Nation <br /> <br />Water Development Interests (local governments and non-federal water users) <br /> <br />Conservationist <br /> <br />Participation in the Program does not in any way diminish, detract from, or add to the Secretary's <br />ultimate responsibility for administering the Endangered Species Act, nor is it intended to affect <br />the authorities and responsibilities of the states and the tribes to manage and administer their <br />water and fish and wildlife resources. The parties must make independent judgments in <br />determining whether or not they will carry out the determinations of the Program. <br /> <br />Participation in the Program is voluntary. Each participant will assess whether Program goals are <br />being achieved. If any participant decides not to continue, that participant will submit its <br />reason(s) to the Coordination Committee in writing. The Coordination Committee will be given <br />sufficient time to resolve any problem(s). If participation in this Program is essential to <br />implementing a reasonable and prudent alternative to avoid jeopardy to the endangered fish <br />species, a participant's withdrawal may result in reinitiation of consultation under section 7 of the <br />Endangered Species Act. Participation by additional entities, and the terms of such participation, <br />in this Program are subject to unanimous approval by the Coordination Committee. <br /> <br />In order to carry out this Program, three committees have been established: a Coordination <br />Committee, a Biology Committee, and a Hydrology Committee. The composition and functions <br />of each committee are discussed below.
