A defined process for preparation of the annual workplan and budget, as well as <br />modifications to the long-range plan has been established. <br /> <br />3. Contracting procedures have been modified to follow V.S Bureau of Reclamation <br />procurement procedures, which encourage more work going out to bid. <br /> <br />4. The National Fish and Wildlife Foundation is currently the depository for state cost share <br />funds and provides a quarterly accounting. It can also manage contracts with the state funds <br />on deposit and we have allowed for their ability to contract with federal funds if deemed <br />appropriate. <br /> <br />5. Voting Procedures were clarified to establish a quorum as two-thirds of the program <br />membership and two-thirds of the quorum is required to pass a measure. There will be no <br />proxy voting, but alternates can be appointed by the designated committee member. <br /> <br />6. The Coordination Committee would now have a limited ability to exercise a line item veto <br />rather than having to reject an entire workplan or budget if there was significant <br />disagreement on a particular item. <br /> <br />. <br /> <br />7. Selection of Technical Committee Members - The criteria for appointing a technical <br />committee representative have been loosened by giving the Coordination Committee <br />authority to overrule an appointment action by a technical committee. <br /> <br />8. The addition of a program participant is now subject to the unanimous approval ofthe <br />Coordination Committee rather than subject to certain criteria that have allowed entities to be <br />added through the Section 7 process. <br /> <br />9. Water Right language was modified in recognition of several federal reserved water right <br />settlements with the tribes. <br /> <br />10. Water Quality responsibilities were reduced in partial recognition of the limited impact <br />water quality in the river is judged to have on the endangered fish. <br /> <br />11. The actual recovery goals were incorporated along with Section 7 consultation principles. <br /> <br />We believe that the water users in the San Juan Basin and the other program participants are <br />supportive of the revised Documents and we hope to be able to provide confirmation of that <br />support at the Board meeting to the extent it is available. The final draft of the Documents is <br />attached for your information. <br /> <br />Staff Recommendation <br /> <br />Staff requests that the Board concur with the recommended revisions and direct staff to <br />support the adoption of the revised Documents at the next meeting of the SJRIP Coordination <br />Committee. <br /> <br />. <br /> <br />Flood Protection.
