<br />Agenda Item 20 <br />September 19-20, 2006 Board Meeting <br />Page 2 of3 <br /> <br />. <br /> <br />The Documents provide the frame\york for the SJRIP and outline its purposes, authority, <br />structure and operating procedures, including funding and budgeting and describes in detail the <br />committees, defining their composition, authority and duties. In addition, the Document describe <br />the process for conducting section 7 consultations under the Endangered Species Act (ESA), and <br />for reviewing the progress of the SJRIP in providing the reasonable and prudent alternatives and <br />measures to offset water development and water management activities in the San Juan River <br />Basin. <br /> <br />The Program's Long-Range Plan identifies and details the multi-year research, <br />monitoring and recovery actions necessary to achieve the SJRIP goals. <br /> <br />Discussion <br /> <br />The SJRIP has been working on revisions to the Documents for the last two years. The <br />discussion that follows highlights the significant updates and revisions: <br /> <br />1. A full time Program Coordinator has been appointed and the duties, technical advice and <br />decision making responsibilities and staffing are described. <br /> <br />2. Procedures for the development of the long-range plan, annual workplan and budget are <br />described along with the associated Committee responsibilities: <br /> <br />a. Long Range Plan elements include flow recommendations and Navajo Dam and <br />Reservoir operations, non-native fish control, stocking of endangered fish, fish <br />passage and maintenance of critical habitat, and research and monitoring. <br /> <br />. <br /> <br />b. The Coordination Committee retained responsibility for setting program direction <br />through approval of long-range plan, annual workplan and budget. Transferred <br />preparation for annual workplan and budget and proposing revisions to long-range <br />plan to Program Coordinator with input from Technical Committees. <br /> <br />c. The Biology Committee will assess biological needs of endangered fish, identify <br />research and monitoring needs, and recommend recovery actions. The responsibility <br />for preparing the annual workplan and budget was removed. <br /> <br />d. The Hydrology Committee will review, comment and assist in the development of the <br />San Juan River Basin Hydrology model used to evaluate flow recommendations, <br />reservoir operations and project impacts. It will also review and comment on water <br />availability and Navajo dam and reservoir operations. <br /> <br />e. The Program Coordinator position has only formally existed for about the last year <br />and one-half. The position becomes responsible for administering and coordinating <br />program activities, developing the annual workplan and budget and recommending <br />changes to the long-range plan. The position will also become responsible for <br />determining whether or not the program is making sufficient progress and well <br />provide advice on Section 7 consultations. . <br /> <br />f.
