The staff's November 2000 presentation to the Board outlined the objective, discussion. and <br />benefits that the Program would provide to the State. A 5150,000 F]ood Response Program was authori?..ed in <br />the 2001 Construction Fund Bill (SB 01-157) and enacted by the Colorado General Assembly. The fund was <br />created to bTive the Flood Protection Section of the CWCB ability to quickly respond and have program funds in <br />the areas of: llood documentation, flood forecasting and outlooks. post event lloodplain mapping, aerial <br />photography, and flood mitigation. <br /> <br />The current request is to revise and increase the fund to 5300,000 from the original S150,OOO to refresh the fund <br />is due to the fact that CWCB is using these funds as planned during FY 07108 for: I) preparation of individual <br />1100d documentation rcpons for actual events in Colorado, 2) contracts with consulting finns for Colorado Flood <br />Task Force flood forecasting and weather outlooks during the spring/summer flood season, plus a web-based <br />daily flood threat bullt:'ting with tailored regional flood outlook repons. 3) ongoing work and increased demand <br />for evaluating and producing lOa-year flood and debris flow hazards in areas atTected by flooding or other <br />natural hazards, 4) develop scopes of work and projects for flood mitigation activities in communities where <br />flood loss reduction is needed, and 5) develop on-call services for digital and aerial photographs and mapping <br />for post-flood documentation and tlood hazard identification. The justification for extending the previously <br />authorized S 150,000 up to the rt:'quested 5300,000 is due in part to increasing costs of doing business since the <br />fund was first authorized over 5 years ago. More importantly, additional capabilities have been added to the <br />program including a web-based Daily Flood Threat Bulletin for statewide use that enhances National Weather <br />Service products and provides tailored regional llood outlooks.
