The staffs November 2000 presentation to the Board outlined the objective, discussion, <br />and benefits that the Program would provide to the State. A $150,000 Flood Response Program was authorized <br />in the 2001 Construction Fund Bill (SB 01-157) and enacted by the Colorado General Assembly. This <br />legislative action made funds available for the Flood Respon!;>e Program on July 1, 2001. The fund was created <br />to give the Flood Protection Section of the CWCB ability to quickly respond and have program funds in the <br />areas of: flood documentation, flood forecasting and outlooks, post event floodplain mapping, aerial <br />photography, and flood mitigation. <br /> <br />Discussion <br />The current request is to revise and increase the fund to $300,000 from the original $150,000 to refresh the fund <br />is due to the fact that CWCB is using these funds as planned during FY 07/08 for: 1) preparation of individual <br />flood documentation reports for actual events in Colorado, 2) contracts with consulting firms for Colorado <br />Flood Task Force flood forecasting and weather outlooks during the spring/summer flood season, plus a web- <br />based daily flood threat bulleting with tailored regional flood outlook reports, 3) ongoing work and increased <br />demand for evaluating and producing 100-year flood and debris flow hazards in areas affected by flooding or <br />other natural hazards, 4) develop scopes of work and projects for flood mitigation activities in communities <br />where flood loss reduction is needed, and 5) develop on-call services for digital and aerial photographs and <br />mapping for post-flood documentation and flood hazard identification. The justification for extending the <br />previously authorized $150,000 up to the requested $300,000 is due in part to increasing costs of doing business <br />since the fund was first authorized over 5 years ago. More importantly, additional capabilities have been added <br />to the program including a web-based Daily Flood Threat Bulletin for statewide use that enhances National <br />Weather Service products and provides tailored regional flood outlooks. We have also seen an increased need <br />to re-evaluate flood hydrology and hydraulics for use in floodplain studies that become part of Colorado's Map <br />Modernization program. <br /> <br />Staff Request <br />The CWCB Staff requests that the Board consider revising from $150,000 up to $300,000 the Flood Response <br />Fund and refresh the Fund to an amount not to exceed $300,000 for Fiscal Year 2008. <br /> <br />Recommendation <br />Staff recommends that the Board request the General Assembly to revise C.R.S. 37-60-123.2 to increase the <br />continuously authorized amount of $150,000 from the Construction Fund up to $300,000 to be appropriated to the <br />Colorado Water Conservation Board for the Flood Response Program. <br /> <br />Flood Protection.
