<br />To the greatest extent possible, Board appointees are persons experienced in water <br />resource management, water project financing, engineering, planning, and development <br />of water projects, water law, irrigated farming and/or ranching. No more than five <br />appointees can be members of the same political party. By statute, six voting members <br />constitute a quorum for the conduct of business, with six affumative votes needed for the <br />Board to take a position on any matter. <br /> <br />. <br /> <br />Statutory authorities and responsibilities of the Board and Board Staff are defined in <br />37-60 and 37-92 C.R.S. The specific authorities are presented in Section A. <br /> <br />The role of the Board, as defined in the Statute, includes: <br /> <br />. Establishing policy to address state water issues <br />. Exercising the exclusive authority of the Board to hold instream and natural <br />lake level water rights to protect and improve the environment <br />. Mediating and facilitating resolutions of disputes between basins and water <br />interests <br />. Maintaining and upholding fiduciary responsibilities related to the <br />management of state resources including, but not limited to, the Construction <br />Fund and the Severance Tax Trust Fund <br />. Representing citizens within individual basins <br />. Identifying, prioritizing and implementing water development projects to be <br />funded using its Funds and when necessary, recommending such projects for <br />approval by the General Assembly <br />. Making Findings and Recommendations concerning applications for water <br />rights for Recreational In-channel Diversions and defending its decisions in <br />water courts <br />. Making decisions regarding Watershed Protection Fund grants, upholding <br />fiduciary responsibilities related to the Fund and implementing its own river <br />restoration projects designed to help the CWeB accomplish its missio~__________ _----- <br />.
